SB 1169 House Floor Amendment 2 (HF2), if passed, would gut “The Health Care Right of Conscience Act” by saying that it does not apply for “COVID-19 or any of its subsequent iterations.”

Notice there were 619 proponents (want to gut the Right of Conscience Act and allow Covid vaccine mandates). And 46,303 Opponents (people who believe in the individual’s Right to decide for oneself – We are free people). I recognize one name as a Wheaton City Council trustee, Erica Bray-Parker, on the proponent list.
If you take a look at the Bill’s status, you’ll see that
- the original SB 1169 bill “Amends the Pyrotechnic Use Act.”
- SB 1169 House Committee Amendment No. 1 “Amends the School Code.” And
- SB 1169 House Floor Amendment 2 replaces all, and amends “The Health Care Right of Conscience Act”
This is a classic “SHELL BILL.” All bills must be read three times in each chamber, and pass in each chamber. Prior to HFA2 being filed, this one had already had three readings and passed in the Senate. It also had 2 reading in the House. So this one only requires one more House reading and vote, followed by concurrence in the senate to be sent to the governor to sign. This practice is an abuse of power by the majority party.
